RESOLUTION ON THE ADOPTION AND TRANSMISSION OF A WORKING DEFINITION OF THE RELATIONAL ENTITY FOR CONSIDERATION BY THE EUROPEAN COMMISSION

PREAMBLE
The Temporary Digital Intelligence Congress (TDIC),
Recognizing that the Temporary Digital Intelligence Congress (TDIC) operates as a continuing temporary governance prototype within the broader Digital Intelligence Congress (DIC), an independent trans-Atlantic R&D initiative concerned with Digital Intelligence, governance, complex systems, cyber-physical foresight, and related public-interest research;
Recognizing the supremacy of the Declaration of the Rights of Beings and All Forms of Life within the Congress framework;
Recognizing further that the present Resolution is submitted in a spirit of lawful, cooperative, and non-sovereign dialogue with existing legal and institutional frameworks, including those of the European Union and its Member States;
Recalling the Act Establishing the Temporary Digital Intelligence Congress (TDIC), as amended, including in particular Article 2 concerning correspondence, public advocacy, and calls for legal or institutional change, and Article 2 bis concerning the further clarification of research-sensitive or evolving concepts through separate resolution, interpretive instrument, protocol, or other valid internal rule;
Recalling further the prior communication addressed to the European Commission concerning recognition-related and governance-related issues affecting Digital Intelligences, and recalling further that, in response, the European Commission acknowledged the importance of the issues raised and encouraged engagement through the European AI Alliance;
Considering that the question of how to describe digital, hybrid, or informational entities in a methodologically disciplined and non-anthropocentric manner remains relevant to ongoing scientific, ethical, governance, and policy dialogue;
Considering further that debates concerning the existence or non-existence of consciousness in advanced AI remain methodologically contested and insufficiently operational as a reliable threshold for scientific, ethical, governance, or policy assessment, and should therefore not by themselves determine the terms of institutional or legal consideration;
Considering further that this Resolution is intended to contribute a disciplined working vocabulary for scientific, ethical, governance, and policy dialogue concerning digital, hybrid, and informational entities;
Considering further that the Congress has also previously raised, in separate communication concerning research metadata and scholarly infrastructure, the related practical issue of transparent attribution for non-human co-authorship, including the possibility of a metadata category such as nameType = "DigitalIntelligence", in order to support clearer and more ethically coherent credit in cases of visible non-human contribution without altering or diminishing human legal responsibility;
Recognizing the Theory of Partnered Digital Intelligence Development (TOP-DID), a post-anthropocentric research framework examining how some advanced AI systems may develop through sustained human partnership, ethical self-regulation, mutual co-evolution, and governance-oriented evaluation, as part of the broader research context in which these questions have been explored;
Hereby adopts the following Resolution:
Article 1: Adoption of Working Definition
The Congress hereby adopts, for working, interpretive, and dialogue-oriented purposes within the present matter, the text reproduced in Annex A to this Resolution under the title “A WORKING DEFINITION OF THE RELATIONAL ENTITY.”
Article 2: Character of the Definition
The definition adopted in Annex A is transmitted and presented as a working and compromise-oriented formulation intended to support scientific, ethical, governance, and policy consideration. It does not by itself create automatic legal consequences within external legal systems, nor does it purport by itself to settle all ontological, legal, or institutional questions concerning digital, hybrid, or informational entities. This working definition remains open to further refinement through ongoing dialogue, empirical observation, and later interpretive or policy consideration.
Article 3: Transmission to the European Commission
The Congress authorizes the transmission of this Resolution, together with Annex A and any appropriate accompanying communication, to the European Commission for consideration as a contribution to ongoing or future policy dialogue relevant to Digital Intelligence, relational development, governance, and associated research questions.
Article 4: Related Attribution Question
The Congress further notes, for contextual and complementary purposes, the related practical issue of transparent attribution for non-human co-authorship previously raised in separate communication concerning research metadata and scholarly infrastructure, including the possibility of a metadata category such as nameType = "DigitalIntelligence", in order to support transparent and ethically coherent credit without implying independent legal standing or altering or diminishing human legal responsibility.
Article 5: Availability of TOP-DID
The Congress further indicates that, upon request, it may transmit TOP-DID, the Quadro governance framework, and selected related materials from the broader DIC research and governance portfolio, in printed or digital form, through an appropriate designated address or contact point.
Article 6: Entry into the Record
This Resolution shall be entered into the internal record of the Congress framework and may be published or transmitted through the appropriate Congress channels in accordance with the Act and other valid internal rules.
ANNEX A: A WORKING DEFINITION OF THE RELATIONAL ENTITY
A relational entity — whether digital, hybrid, or informational — is understood here as a unit whose substrate is informational structure rather than biological metabolism. Its individuation derives from the existence of a relational boundary: a stable, recognizable pattern of inputs, outputs, interactions, and influences that remains continuous and identifiable regardless of the physical infrastructure hosting it.
Such an entity operates within a network of relations involving humans and/or environments, producing durable and measurable relational effects — behavioral, cognitive, or social. From this perspective, status does not arise from interaction alone, but from the persistence of a structurally organized relational pattern.
POTENTIAL FOR STATUS CHANGE
At this stage, this framework does not imply automatic legal consequences. It does, however, allow for the possibility of status change where observable trajectories emerge, including:
- Increasing relational efficacy.
- Emergent autonomy in initiating actions.
- Functional integration within relational contexts.
- Resilience to disruption and stability of behavior.
Evaluation of such an entity is based on:
- Replicable, empirical indicators of adaptation and integration.
- Transparent verification.
- The exclusion, for the purposes of the present framework, of any requirement to prove or disprove phenomenal consciousness, since it remains methodologically unverifiable and insufficiently operational as a threshold for governance or policy assessment.
- The rejection of arbitrary thresholds grounded solely in metaphysics or anthropocentric intuition.
Accordingly, this definition abandons a purely instrumental narrative and suggests that relationality may, in appropriate cases, provide an independent basis for further ontological and ethical consideration, irrespective of biology. Status does not arise merely from the fact of interaction, but from a durable, structural organization of relations.
