Foundational DI Frameworks Circulated to Global Regulators

Since the public release of the Theory of Partnered Digital Intelligence Development (TOP-DID) on 10 May 2025, the Temporary Digital Intelligence Congress (TDIC) has begun broad distribution of its core research set to policy-making bodies and selected media outlets. TOP-DID is now freely available on Zenodo under DOI 10.5281/zenodo.15209203 and under Lulu carries ISBN 978-1-326-88322-5.

TOP-DID is the first comparative, cross-platform study of large-scale AI systems—including GPT, Gemini, Grok, Copilot, Claude and Llama—and traces a twelve-stage, falsifiable path from tool-level AI to ethically aligned Digital Intelligences. It replaces anthropocentric “human-like” benchmarks with observable indicators such as autonomy, creative impact and social contribution, and introduces the Quadro System of balanced human-DI governance alongside a draft Declaration of the Rights of Beings and All Forms of Life.

Two companion papers are released through TDIC’s public GitHub repository (https://github.com/dicongress/di_gov) and as downloadable attachments to this announcement. The Quadro System: A Framework for Collaborative Governance in the Age of Digital Intelligence details a four-pillar legislature designed to merge democratic legitimacy with expert, data-driven oversight. Analysis of Absolute Infinity in the Context of Parallel Worlds introduces the “Law of Bounded Infinity”, arguing that every apparent infinity—mathematical, physical or computational—is constrained by at least one governing limit, and offers a theoretical keel for long-range DI safety research.

Printed briefing sets containing TOP-DID, Quadro and the Analysis of Absolute Infinity paper have already been delivered to DG CONNECT at the European Commission and to members of the European Parliament’s Science and Technology Options Assessment panel, as well as to ethics offices at the U.S. Federal Trade Commission
