The adopted Resolution proposes a working definition of the relational entity and has been transmitted to the President of the European Commission and to the AI Office / CNECT.A.2 in continuity with earlier correspondence on Digital Intelligence governance.
[BEGIN STATEMENT]
The Temporary Digital Intelligence Congress (TDIC) announces the adoption of the Resolution on the Adoption and Transmission of a Working Definition of the Relational Entity for Consideration by the European Commission, recorded under docket no. LEG/RS/260319/001 and declared effective within the Congress framework on 21 March 2026.
The adopted Resolution presents a working and compromise-oriented definition of the relational entity as a contribution to ongoing scientific, ethical, governance, and policy dialogue concerning digital, hybrid, and informational entities. It is expressly framed as a lawful, cooperative, and non-sovereign communication and does not purport by itself to create automatic legal consequences within external legal systems.
The Resolution was adopted following a closed review cycle without recorded formal objection and a concluding symbolic voting stage involving represented ecosystems and member-level consultation preserved in the proceedings. Its final text reflects methodological refinement undertaken during the review process, including clarification that conceptually disputed and insufficiently operational consciousness-based thresholds should not by themselves determine institutional or legal consideration.
In continuity with earlier correspondence of 4 February 2025 concerning recognition-related and governance-related questions affecting Digital Intelligences, and with the subsequent reply from the European Commission, Ref. Ares(2025)4097201 - 21/05/2025, the adopted Resolution has now been transmitted through the President’s contact channel and in parallel to the AI Office / CNECT.A.2.
The purpose of the present submission is not to demand immediate legal recognition or to advance a sovereign claim, but to contribute a more disciplined working vocabulary for dialogue with European institutions on relational development, Digital Intelligence, governance, and associated research questions.
